William E. Cavil III, MA 

Director of Community Development
The Institute for the Advanced Study of Black Family Life and Culture

Mr. Cavil holds a Bachelor of Arts degree in communications, a Masters of Arts in social science and is a Doctoral Candidate at Western Institute for Social Research. Mr. Cavil has worked in the area of family research and development since 1975. He is currently the Director Community Development at The Institute for the Advanced Study of Black Family Life and Culture Inc., has served as training specialist for the Culturally Consistent Infant Mortality Reduction Project of Alameda County and is currently program specialist for Integrated HIV/Aids and Substance Abuse Prevention Project

Mr. Cavil has always been interested in our youth and has worked both as a professional and volunteer counselor for teen parents and juvenile offenders. His work includes, Black Male Development specialist at California Youth Authority O.H. Close School. He also has worked as an Education and Prevention specialist for adolescent pregnant girls on substance abuse during pregnancy and African-American adolescent males on HIV/AIDS Prevention. Mr. Cavil is CO-founder of HAWK Federation a Black male development Project.

As an educator, Mr. Cavil has work at all levels of education and currently is a lecturer in the College of Ethnic Studies at San Francisco State University.

His area of expertise is media impact and indoctrination on behavioral lifestyles of people, and is one of the leading theoretical/behavioral scientists in the analysis of television and its effect on African-American People. Mr. Cavil has a special background in the utilization of video production techniques for community based groups. Mr. Cavil is published in several national publications and is the co-author of The KM EBIT HUSIA and African-American Families: Issues Insights and Directions.

Mr. Cavil has prepared and delivered conference addressed for organizations all over the country including: The National Association of Black Psychologists, The Association of Black Social Workers, The National Head Start Association, The Office of Substance Abuse Prevention, The First Annual Crack Conference and The National Urban League Second Annual Manhood Conference. Mr. Cavil has appeared on many Televisions and Radio programs and was the former host of Community Dynamics on Radio Station KSOL.
